What exactly is a Special Master? In redistricting cases, a map-drawing expert is often selected to assist and advise the Court on the redistricting remedy. Virginia law requires the Court to select two Special Masters - one nominated by each party - but traditionally, these individuals are academics and operated in a nonpartisan manner.
